Allow administrator to change "reported by" field

When importing from other systems, it would be nice to allow changing the "reported by" field so that it was the actual Lighthouse user and not the user who imported the bug database.

This would be nice, but IMO perhaps rather just add an "on behalf of" field and leave reported by as the importer/capturer

Just had to deal with this on a large import from Trac, and worked around it by adding the importer to the comments. Obviously this prevents queries of legacy tickets by reporter, but it was an acceptable solution for us.
Perhaps there could be a way to set the reporter for a future bulk import API addition?
Similarly, setting the reporting date would be incredibly useful.

@Ry: totally agreed about reporting date, that threw our import off as well. For the sake of completion, I was also bummed that there was no way to attach files to tickets via the API.
