Ticket subnavigation

When viewing a ticket, there are four links underneath the Tickets navigation..
- Edit ticket
- New ticket
- Spam?
- Delete ticket
Which one of these seems out of place?
Three of them are within the context of the current ticket, which the New ticket link isn't. I wonder if there might be a better place to put something like this.
After thinking about it, I'm seeing exactly where this belongs, which you have not much farther up on the page.
I'd encourage you to consider removing the one in the subnavigation otherwise you're giving people multiple ways to do the same thing.
You might also consider rewording, Spam? to Mark (or flag) as spam since that is much more accurate. Adding the question mark also implies that you're asking a question, is clicking a link a users way of saying, "Yes, it is spam." This isn't very obvious from the wording. If you remove the new ticket link, you'll have more room to be a bit more verbose with this link.
