Visual cue differentiating "add tag" and "filter-by tag"

The interface for adding a tag to a ticket is visually identical to the interface for filtering a list of tickets by a tag. This may be confusing to users who have added tags to tickets, but have not yet filtered by them.
This was the case with me. It was clear (to me) how to use it once I had, but it could have been more apparent that I am listing tickets by tag rather than tagging a project when I click a tag in the tag cloud on a project's page.
