Access to users needed in API

The current approach of asking for user data one at a time is very inefficient. Each user reference requires a round trip to the server. Some form of list access is needed for applications to update their user list. One option is to have /users.xml work for a project and get back a list of all users that are referenced by any ticket in the project. This would be ideal for an application displaying ticket data. An alternative would be to have a query string that includes user ids such as /users.xml?q=1,33,44,56
